CLIENT
BRIEF:

Develop a Percent for Art Policy unique to the Town of Kwinana’s requirements to protect and enhance the utility, amenity and identity of the public domain of places such as centres, main streets, squares and parks within its municipality and based on the Universal Percent for Art Policy formulated for local government by Artsource in 2007
The purpose of this Policy is to assist in achieving the following objectives:
a) improving legibility by introducing public art which assists in making streets, open spaces and buildings more identifiable,
b) enhancing a sense of place by encouraging public art forms which provide an interpretation and expression of the local area’s natural physical characteristics and social values,
c) improving interpretation of cultural, environmental and built heritage,
d) improving visual amenity by use of public art to screen unattractive views and improve the appearance of places, and
e) improving the functionality of the public domain through the use of public art to provide appropriate street furniture functions.
The second part of this project deals with the Master Plan and includes a significant component by which Town staff will be involved. An approach that includes staff is an excellent way to ensure that learning is acquired and retained within an organisation. Bev Illes and Peter Dailey have recently completed a Master Plan for the Industrial area and Bev was invited by Artsource to develop this further to include public art sites and projects for the town centre and entry point. .

Public Art Policy development and Master Plan

ARTSOURCE APPROACH:

Work with Shire officers to develop a place appropriate Master Plan for the Town of Kwinana based on work by Bev Iles and Peter Dailey. Artsource developed a public art policy based on the Universal Percent for art policy that is particular to the requirement and development opportunities of Kwinana. A management plan is also being developed in consultation with the CEO and staff across the organisation.
